You took a helicopter to get to remote places, clearly the roads are inaccessible. FEMA relies on local personnel & gov leadership to coordinate.

The "best-equipped" military has ALL THE MEANS to bring food and supplies to the last corner by simply using helicopters. I do not understand any excuses for not accomplishing that!
