Zonal Councils are advisory councils. It is made of the state of India. It was created by first Prime Minister Pandit Jawaharlal Nehru in 1956. It has an advisory councils to develop the habit of cooperative working among these state. STRUCTURE The Union Home Minister is the chairman of each of these councils. The Chief minister of the state is voice chairman of the zonal councils for that zone by rotation each holding office for a period of one year at a time. Zonal council was established under state reorganisation act 1956.
There are 5 zonal council's..
Northern,Western, central ,eastern,southern and north east.
This was done to promote competition and development into the region or zone.
Framework…
President declares a union minister to head these zones.
President nominated two council ministers too.
Each chief minister is assumed as the vice chairman of the zone and this goes periodically to the cheifministers.
Niti ayog noticed an adviser to each zone it includes the chief secretaries and development officers as adviser.

However, a small correction in this newspaper analysis.
There are total 6 zonal councils in India. North Eastern council is also there.
